This year 2013, the Pamulinawen Festival kicked off with pride in Laoag City with its theme, “Cherishing Valued Friendships as we continue to Move Forward”.

The Civic-Military Parade is always the first event of the festival and it was performed last February 1. The opening parade was participated by the Officers and Enlisted men in uniform, Government officials and employees, Barangay officials and workers, Department of Education officials, School Heads and students, and Non Government Organizations.

The most-anticipated street dancing competition was held on February 10. The streets of Laoag City were crammed with smiles, cheers, dances, and colorful props. Ten groups from different municipalities in Ilocos participated in the competition. The Municipality of San Nicolas, Ilocos Norte won the contest with money prize.

The celebration of the Pamulinawen Festival became more exciting and livelier, showcasing colorful costumes and grand floats in the grand parade. Huge and multi-colored floats were highlighted in the striking parade featuring various and popular attractions of Ilocos Norte such as Bangui Windmill, Paoay Church and other popular places.

The street-dance competition and the parade have always been main attractions in the festival.

The month-long celebration of Pamulinawen Festival was filled with various events and activities such as Miss ABS Coronation Night, Little Miss Laoag, Search for Manong Tricycle Driver, 4x4 Competition, Gay Beauty Pageant, Ganda ng Lola Mo Pageant, High School and University Nights, Hawaii/California Nights, and many more.

The name of festival "Pamulinawen" was derived from a woman's name that is used in the famous Ilocano folk song entitled, “Pamulinawen”.

The festival is celebrated every year in the month of February. It also corresponds with the Feast Day of Saint William the Hermit, which is the Laoag city’s Patron Saint.

The Pamulinawen Festival is now on its 17th years of celebration. It was another year of success for Laoag City and its people in the history of festivity.
