Celebrated every 18th of January, Sikhayan Festival is a symbolic pledge made by the city residents towards a promising future carved through their hard work and discipline. Rosenian people are characterized by their being “masikap,” which makes the town progressive and a town with peace-loving, trustworthy, and industrious people. They are largely dependent in basic agriculture and family own enterprises for livelihood.

Sikhayan Festival highlights the four elevation of the town, from aquatic, agriculture, professional, and to a progressive industrial city. The much awaited event is the “Bayanihan Foundation Parade” or the street dancing competition. It displays the bayanihan or Filipino spirit of cooperation. The main participants are the students of the town. Each group in the said competition is a representative of their school. Competitors are clad with colorful costumes and with the stunning appearance, they picture the rich and indigenous culture of the town.
Aside from the colorful parade, city folks are clapping with joy with the presence of some celebrities and film stars mounted in various floats. The festival crowds included mascots, mobile patrols, and other residents who want to witness the parade. After the grand celebration during the day, the townspeople party all night with some local bands.
