Katipuneros respectively wounded their wrists and used their blood to sign a document that formally expressed their grievances symbolizing their revolt against the Spanish authorities, which happened at Sitio Kuntang, Ochando, New Washington. From then on it is remembered as one of the historical places in the country. The yearly festival emerged as a tribute to the brave Katipuneros who risked and have given their lives for Philippine independence.
The blood compact, also known by its Spanish translatiobn, Pacto de Sangre, is celebrated every third day of March and is held in the town of New Washington in thye province of Aklan. The townsfolk gather to commend the heroes who have given their lives for freedom during the Spanish era.
On March 23, 1897, a blood compact took place in Sitio Kuntang, Ochondo, New Washington, in Aklan. This action stands as a symbol of the Aklanon Katipuneros affliction or complaint against the Spaniards. It also represents their kinship as well as friendship. These Katipuneros were:

- Valeriano Dalida
- Cornelio Delfin
- Isidro Jimenez
- Benito Motus
- Teodorico Motus
- Albino Rabaria
A commemorative marker was put up in the area where the event took place in Barangay Ochando.
Activities
The Pacto de Sangre is considered to be the most important event in the town of New Washington. Different events for the festival include:
- Food Festival – enticing local delicacies are served to guests to showcase the rich culinary heritage of the townsfolk.
- Pageant – It is the search for Ms. Pacto de Sangre, where beautiful ladies represent their barangaysand dress up elegantly to win the crown.
- Entertainment – Live bands plays music all throughout the festival.
Also, the municipality prepares wonderful and colorful fireworks that light up the night sky over the festive town.
